Course Description:
This course is designed to assist individuals to read, interpret and apply all applications according to the 2010 MUTCD to meet the minimum requirements needed to demonstrate competency against 30864QLD - Implement Traffic Guidance Schemes. Upon completion of Traffic Management Level 2 theory, candidates are issued with a Statement of Attendance. Many candidates will not require training beyond this level. To complete the full qualifications in implementing traffic management plans, candidates are required to complete worksite activities by implementing three (3) traffic management plans of varying complexity. Candidates are issued with the relevant documents – third party report verifications and traffic management log sheets – which need to be completed and signed by a supervisor, then submitted to Koolat Safety for assessment. Candidates who achieve competency will be issued with a Statement of Attainment and a photographic ID competency card for 30864QLD- Implement Traffic Guidance Schemes, which is valid for three years, (refreshers are required prior to expiry).
The Statement of Attendance also provides the underpinning knowledge for Traffic Management level 3 & 4 and in this case candidates do not need to demonstrate competency against 30864QLD – Implement Traffic Guidance Schemes if they are not involved in the implementation of a traffic guidance scheme/traffic management plan.
Course Outline:
This course comprises of six (6) elements:
- Determine work requirements for site (e.g. identifying site specific safety requirements from the site safety plan and organisational policies and procedures)
- Interpret and set out site in accordance with traffic guidance scheme provided (e.g. determine and confirm how traffic is controlled effectively to protect the work crew placing traffic guidance scheme devices in accordance with state legislative requirements)
- Communicate with team members (e.g. demonstrate ability to listen and comprehend instructions from team members)
- Monitor and record traffic guidance scheme (e.g. monitor flow and effectiveness of traffic and adjust traffic guidance scheme as required to ensure compliance with state legislative requirements)
- Remove traffic guidance scheme (e.g. remove the traffic guidance scheme considering site conditions, traffic volumes, work activities and compliance with state legislative requirements)
- Secure and shut down site (e.g. identify and report any damaged or defective equipment)

It is imperative that you implement a proper traffic management plan in your workplace – not only to manage the movement of vehicles on your worksite, but also to avoid the potentially fatal situation of a vehicle or mobile plant collision occurring in your workplace.
This unit provides the skills and knowledge required to implement a traffic guidance scheme for road work ensuring traffic flow is maintained and safety of the public and workers is maximised.
This unit requires compliance with the:
- Traffic Management for Construction or Maintenance Work – Code of Practice 2008 QLD
- Manual of Uniform Traffic Control Devices (MUTCD) – Part 3
- Transport Operations Road Use Management Act and Regulations 1995
- Site specific Traffic Guidance Scheme
Gather evidence that demonstrates the implementation of traffic guidance schemes. Examples of evidence include but are not limited to:
- Logged work experience for at least three (3) different live job sites each having varying degrees of difficulty, ie. Traffic Management Logs and Third Party Reports.
- Traffic Management Plans
- Drawings or photographs of work sites
- Appropriate diagram from the MUTCD which reflects the worksite, ie. applications relevant to the specific plan.
- NOTE: Koolat Safety Training reserves the right to refuse any person entry or to remove them from a training venue if it is in the best interests to others & is for the operation of the training program & the trainer.
Students MUST WEAR enclosed shoes and wear appropriate PPE

- Students must have basic reading and writing skills (to be able to identify and interpret workplace signs)
